Gov. Wolf Expected to sign CPR Instruction Bill (June 7, 2019)

SB 115, which would require PDE to identify or develop a model curriculum and guidelines for instruction in cardiopulmonary resuscitation instruction (CPR) for students in grades 9-12, was approved as amended on June 5th by both the House and Senate and sent to the Governor’s desk for his signature. The curriculum must include information regarding hands-on training and on the purpose of an automated external defibrillator (AED). The instruction may be integrated into existing health courses. A school may use the model curriculum or develop its own. A teacher, instructor or community volunteer may provide the instruction and would not have to be a certified CPR trainer. The person would be subject to required background checks. An individual who in good faith provides CPR instruction would not be liable for any civil damages as a result of any act or omission relating to the instruction. The CPR instruction must include the participation of an educator with a Pennsylvania certification, including certification in physical education, health education, or a school nurse.

PDE Announces LEAs Participating in Survey of Parents of Students with Disabilities (June 7, 2019)

On June 4, 2019, Patricia Hozella, Interim Director of the PA Bureau of Special Education, released a memo titled Survey of Parents of Students with Disabilities. PA’ s State Performance Plan requirements under the IDEA include collecting and reporting data on the involvement of families in special education programs. Specifically, states must report annually to the U.S. Department of Education’s Office of Special Education Programs (OSEP) and the public on State Performance Plan Indicator 8 which is the: “percent of parents with a child receiving special education services who report that schools facilitated parent involvement as a means of improving services and results for children with disabilities.” About 1/5 of PA’s Local Educational Agencies (LEAs) will participate in this process. PDE Reminds Identified LEAs to Submit Special Education Table 8A Data (June 7, 2019)

On June 5, 2019, Patricia Hozella, Interim Director of the PA Bureau of Special Education released a memo titled July 2019 Special Education Table 8A Submission. In July 2019, local educational agencies (LEAs) assigned to this year’s reporting cohort will submit their data for Special Education Table 8A, Report of Children with Disabilities Evaluated July 1, 2018 through June 30, 2019. For a list of all LEAs that are required to submit Table 8A this July. If an LEA does not appear on the list, the LEA is not required to submit Table 8A data in July 2019. The Table 8A Template for the July 2019 submission is available on the Special Education Data Reporting website at http://penndata.hbg.psu.edu under the Data Management tab in the 2018-2019 section, scroll down to Table 8A Template.
